Healthy Homes · The five standards

The Healthy Homes insulation standard, explained

Common questions

Is wall insulation required in NZ rentals?+

No. The insulation standard covers ceiling and underfloor insulation where it can reasonably be installed. Wall insulation helps a home's warmth but is not required by the standard.

My rental was insulated years ago. Does it still comply?+

Possibly, but the standard cares about current condition, not installation date. Old insulation settles and compacts, and insulation that met earlier rules may sit below today's minimums, especially in the coldest climate zone. Check depth, coverage and condition, and keep photos.

Are there exemptions to the insulation standard?+

Yes, mainly where installation is not reasonably practicable, such as no safe access to the space. Exemptions are narrow, and you should hold evidence, ideally a professional's written view, of why one applies. The current rules live on tenancy.govt.nz.

What insulation records does a landlord need?+

Enough to demonstrate compliance: installer statements, invoices showing product and R-value, and dated photos. These also feed the compliance statement new tenancy agreements require.

Keep the evidence where you can find it.

Landy gives every property a section per standard, so the statement, the invoice and the photo are still together years from now.
